Dr. Muhammad Nazrul Abd Rani is a Senior Lecturer at the School of Law, Universiti Utara Malaysia (UUM). He holds a Ph.D. in Water Law and Policy from the University of Dundee, specializing in water governance, environmental regulation, and sustainable development. With a background that bridges academia and public administration, he has served in the Ministry of Energy Transition and Water as well as the Perlis State Secretary Office, contributing to national water sector reforms. His scholarly work focuses on advancing water services governance, regulatory frameworks, and environmental sustainability, supported by multiple international publications and conference presentations.
